When roleplaying a mage , especially a Wizard of High Sorcery, there are several benifits that come with the power of magic. In the game in our wotld of fantasy this is seen in the power of the spells cast by the player characters. For this reason and in the tradition of Dragonlance all mages that wish to aspire to the higher tiers od magic and circle of casting will have to be apprenticed or schooled for a determined length of time in game. This is to ensure the would be magus is well informedand educated on the Foundations, the Laws and the Moons the govern them as well as the roleplat behind it all required. Lastly, the Test of High Sorcery was created for a purpose, its in the description and history if you have not read it, and so in the evnt of test failure the penalty can be as worst as death for that character. Now before its assumed that every mage is going to be killed I want to stress that a permakilling will take effect for those who are deemed a threat to magic and the orders, as well as would be spies or agents of renegades. The least one can expect is simply not being permitted to progress beyond a certain point of spellcasting and if they choose to then they will be hunted as a renegade and if caught and defeated they can and will be permakilled.
